Program Streams: Two Entry Pathways
There are two streams under this pilot: 1. Workers Already in Canada – Opens March 31, 2025 2.
Applicants Outside Canada – Timeline: To be announced This phased approach ensures that those
already contributing to the Canadian workforce get early access, while giving time to prepare the rollout
for overseas applicants.
Who Can Apply Starting March 31?
Only individuals currently working full-time in Canada (in any industry) may apply, provided they: – Meet
all program eligibility criteria – Have a valid job offer for an in-home care position – Possess recent and
relevant experience or training
Eligibility Criteria
Applicants must meet the following requirements: – Language Proficiency: Minimum CLB 4 in English or
French – Education: Equivalent of a Canadian high school diploma (ECA required for foreign education)
– Experience or Training: Either 6 months of recent experience in home care or a 6-month training
program – Job Offer: Full-time offer in in-home care from an eligible employer outside Quebec
Required Documents
Expected documents include: – IRCC-approved language test results (within 2 years) – Educational
Credential Assessment (ECA) – Proof of work experience or training – Detailed job offer letter – Identity
documents (passport, work permit, etc.) – Additional documents like police clearance or financial proof
may be required
Job Offer Conditions
The job offer must: – Be full-time (30+ hours/week) – Be from a private household or care organization
(not a recruitment agency) – Be outside Quebec – Not require a Labour Market Impact Assessment
(LMIA)
What Counts as ‘Recent’ Experience?
‘Recent’ is not officially defined, but based on past programs, experience within the last 3 years is
recommended. Additional training is advisable for older experience.
